Okay I know that I am on the wrong side of the pond when it comes to some terminology so I am goig to try and bear with the term "apartment". I am assuming that his is something you own as I think this is what we call a condo here in the US.
Okay now here are some of my questions so that I can truly analyze the situation.
First of all where is this concrete and how old is it?
Second, is is sealed concrete?
Third, you mention bubbling how severe was the bubbling (size of bubble) and how deep is the crater left behind?
Fifth, How smooth is the concrete? What does the finish look like? Does it look like someone frosted it real smooth with swirl marks or are they like little fans all over the floor?
Lastly, what is below the floor that has the damaged concrete? Is your "slab" on grade (the ground) or do you have air space below this concrete?
I wil follow your responses and based upon your answers will give you some of my insight when it comes to concrete.
